District 11 will have new face on Legislature
BYLINE: Sarah Netter
SECTION: NEWS; Pg. 4A
This year’s election is only the second time in the history of the Rockland Legislature that the District 11 seat is guaranteed to go to a challenger.
With longtime Legislator Theodore Dusanenko, R-Valley Cottage, not seeking re-election, voters will choose from three candidates who have never served on the Legislature: former Clarkstown Town Board member Ann Marie Smith, local business owner Frank Sparaco and John Mangan Jr., who already has run twice for the seat.
The candidates have said they’re concerned about preserving the district’s community and lightening the load for taxpayers.

Mangan also listed road improvements as a priority as well as drainage projects. On the latter, Mangan said he’d work with town officials to get projects started so residents wouldn’t have continued flooding problems.
When it comes to cutting county expenses, each had a different idea of how to save taxpayer dollars.
Mangan suggested freezing executive and legislator salaries and controlling the amount of overtime paid to county employees. Even smaller efforts would help, he said, such as ensuring lights are turned off in empty rooms.

The district includes Congers and part of Valley Cottage. The term is for four years, and the current annual salary is $32,587.
