UNCCD COP 9 HIGHLIGHTS

On the fourth day of UNCCD COP 9, the CRIC considered reporting guidelines and indicators, following which it convened as a contact group and considered the workplans of the Convention institutions and subsidiary bodies and collaboration with the GEF. The CST concluded the first UNCCD Scientific Conference, following which they took up the agenda item on the Land Degradation Assessment in Drylands (LADA) project. Contact groups on the CST and the JIU assessment of the GM also met.

Pamela Chasek, Manhattan College/IISD, discussed challenges related to knowledge management at the national and international levels, and described WGIII’s recommendations regarding the creation of clearinghouse mechanisms and an independent, multidisciplinary body of scientists to work alongside the CST, and encouraging better knowledge management across MEAs and between their scientific bodies, among others. The UNFCCC and UNEP highlighted opportunities for collaboration, including a 2007 UNFCCC decision on reporting, the recent World Climate Conference-3’s discussion of data availability, the Nairobi work programme, a GEF pilot initiative for joint reporting, and the 2010-Biodiversity Indicators Partnership. A participant highlighted the lack of scientific knowledge related to the application of these conventions.

Current Position: Assistant Secretary for the Office of Planning, Evaluation and Policy Development at the Department of Education (since May 2009)

Martin has been in the middle of every prominent education policy debate in the past decade. She has worked as an education adviser to two of the most important Democrats on the Senate Health, Education, Labor and Pensions (HELP) Committee, and in between, she was an associate director of domestic policy for the Center for American Progress (CAP).

In early 2009, Barack Obama nominated Martin as assistant secretary for the Office of Planning, Evaluation and Policy Development at the Department of Education. It is a powerful position, and she will be responsible for overseeing the department’s budget and for analyzing education policy. On the Hill, Martin’s former bosses (the late Sen. Edward M. Kennedy, D-Mass., and Sen. Jeff Bingaman, D-N.M.) were instrumental in the passing of No Child Left Behind (NCLB), the landmark education legislation pushed by the George W. Bush administration that is headed for reauthorization.

But both of them have since criticized that administration for underfunding the legislation and cutting programs. Martin, too, has written about the need for more NCLB funding, and while at CAP, she proposed an overhaul of the training system for American teachers, including a two-year residency program like the one for aspiring doctors in which prospective teachers would undergo close scrutiny from a more experienced teacher.
