William T. Hall is an environmental engineer with diverse engineering and permitting experience in water quality, wastewater treatment, NPDES permitting, and mathematical modeling since completing his Master’s Degree. He has extensive experience in evaluating water quality-based effluent limitations, water quality criteria compliance, nutrient criteria development, and TMDLs for municipal and industrial clients. He is primarily responsible for the preparation of technical reports to support the firm’s legal positions on these matters. Most of his recent work focuses on evaluating nutrient criteria development and implementation in TMDLs. He also is an active participant in state committees attempting to develop scientifically defensible numeric criteria for nutrients.
Mr. Hall received his B.S. degree in biology from the City College of New York in 1976 and his M.S. degree in Environmental Engineering from Manhattan College in 1982.
